About the role
Duties
Conducts detailed studies to analyze and identify administrative need in support of all OITA program assistance and procurement programs. Serves as OITA's Junior Resource Official. Represents OMIS in meetings of Agency and OITA program staff and other Federal agency staff on topics related to the award, management, review or close-out contracts, assistance agreements and IA's that support EPA's international and tribal programs. Serves as OITA's primary liaison with the Office of the inspector general (OIG), Government Accountability Office (GAO), Office of Management and Budget (OMB) or other oversight groups. Develops recommendations on contracts, grant, cooperative agreements, other financial instrument issues or proposals coming to upper management for review, approval, or decision. Serves as the primary staff-level assistant to OITA's Deputy Ethics Official (DEO). Researches current ethics rules on behalf of the DEO.
Qualifications
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-14 level, you need to have at least one year of full time experience equivalent to the GS-13 level defined as: 1. experience reviewing contracts, grants/cooperative agreements, and/or interagency agreements to ensure they comply with appropriate laws and/or directives; 2. experience coordinating across organizational lines to ensure timeline and completeness of materials received; 3. experience providing positive customer service relationships where differences must be negotiated and issues clarified.
Your answers to the on-line assessment will be used to evaluate your competencies in the following areas: ability to work with internal and external partners to evaluate the efficacy of management controls over office programs; knowledge of administrative policies, regulations, and procedures related to contracts, assistance agreements, and interagency agreements; analytical skills necessary to conduct reviews of administrative and financial programs; ability to manage multiple complex assignments dealing with a range of administrative topics; ability to develop and explain recommendations for process improvements; and knowledge of FMFIA.
