Duties
The incumbent of this position will:
- Serve as the Bureau point of contact for all matters relating to the Automated Fluid Mineral Support System (AFMSS), Well Information System (WIS), Geothermal Resource Automated Support System (GRASS), and Office of Natural Resource Revenue (ONRR) Onshore Oil and Gas Reporting (OGOR) Systems;
- Provide support of the oil, gas, and geothermal programs and access to well, geologic, lease operations, production, ownership, inspection and enforcement data;
- Provide leadership in the development of system requirements, standards, conversion and upgrading of old systems, system interfaces and integrations, and coordination inside and outside of BLM for systems such as AFMSS, WIS, GRASS, Legacy Rehost (LR2000), and National Information for Lands Systems (NILS);
- Coordinate with other BLM officials and programs, DOI agencies, other federal and state agencies, oil, gas, and geothermal industry customers;
- Assist the AFMSS and WIS Project Change Management Board (PCMB) with responsibility for assisting in the development of Bureau-wide policy, procedural and technical guidance, and designs input verification, development and testing of requirements for data processing and reports for the AFMSS and the WIS Electronic Commerce applications;
- Prepare and/or review directives relating to AFMSS/WIS policies and procedures;
- Respond to user questions and concerns regarding data entry and update procedures, system functionality, reporting capabilities, report availability, report generation, data dictionary codes, data validation codes, and quality control of data entry;
- Provide leadership, develop, and provide oversight of Bureau and external training to ensure that fluid mineral systems are being used to the fullest extent and are maintained by users to published standards;
- Provide training, guidance and assistance as required.

For the GS-7: To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-5) of the position to be filled. Examples include: Monitoring the Help Desk and responds to user questions and concerns regarding data entry and update procedures, system functionality, report capabilities, report availability, report generation, data dictionary codes, data validation codes, and quality control of data entry.
For the GS-9: To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-7) of the position to be filled. Examples include: performing local support of application users, automated information retrieval, compilation of factual material related to oil and gas operations or other resource programs, independent use of resource applications including data entry, planning and carrying out assignments according to established policy.
For the GS-11: To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-9) of the position to be filled. Examples include: performing local support of application users, automated information retrieval, identifying and drafting software requirements, compilation of factual material related to oil and gas operations, planning and carrying out assignments according to established policy.
You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.
