About the role

Duties
May act as a contributing on large work activities or as a project manager or team leader for large projects/programs/composed of multi-disciplined professionals and technical experts.

Develops performance metrics for new customer contracts established and Program Management Reviews. Performs analysis of metrics and provides report of findings to management. Provides oversight on various projects at the same time; plans, organizes, priorities and carries out workload with diverse and competing priorities. Plans, schedules and tracks projects or task from initial planning through project/task completion. Conducts various meetings, briefing and presentations. Effectively works with others and possesses problem-solving skills. Manages projects/programs including, but not limited to: Maintenance Repair and Overhaul Transition Plans, Supply Support, and Supply Chain Management.

Serves as the Contracting Officer Representative (COR) for the Division by providing contracting packages, such as Statement of Work (SOW), Independent Government Cost Estimate (IGCE), Sole Source Justifications (SSJ) and other contracting documentation. Manages projects and work activities in accordance with milestones and goals. Analyzes a variety of materials, gathers background information, prepares studies, briefing, reports and/or charts to be presented by senior management.

Implements new or modified policy or procedures and/or courses of action within the organization and provides guidance to organizational representative, points of contact, or less experienced professional. Identifies, collects, analyzes and prepares factual information, project papers, briefings and staff reports on program activities for presentation to senior management. Provides acquisition guidance of agency and government policy not only to the division but may be called upon to communication internally and externally.

Independently plans time. Identifies, plans, and organizes available resources to accomplish projects/programs/activities. Makes optimal use of resources to complete activities within established schedules. Observes and evaluates systems, functional, and program office responsibilities, working conditions, work processes, or operating techniques and activities related to Federal Aviation initiatives and Customs and Border Protection (CBP) initiatives.

Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experience professional. Develops and recommends approaches to address current and anticipated problems and issues. Works with management and/or more experienced professional to solve problems. Work is reviewed rarely, typically through status reports and at project completion, to ensure policy compliance and alignment with the requirements of project and/or other work activities.

Work may require up to 10% travel to support program requirements.

This position may require a special security level (i.e., background investigation) to support the CBP program.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H, (FG/GS-12) level in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

SPECIALIZED EXPERIENCE may include but not limited to: reviewing new or proposed policy changes to determine process, program and organizational impacts; experience preparing acquisition requests, statements of work, and source justifications; collecting, analyzing and preparing factual information, project papers, briefings, and staff reports for presentation to management; identifying and recommending solutions for complex/difficult problems; and/or recommending improvements to processes; experience compiling data and/or information from various sources; experience planning, scheduling and tracking projects/tasks from the initial planning stage through completion etc.
