PROGRAM ANALYST

Duties

Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed.  In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade.  Appointee's civilian assignments will consist of the following duties:

As an Air Reserve Technician (ART) Officer this position is to act as the expert analyst and project manager for the AFRC/A9R AFSO21 Division under the Analysis, Assessment, Lessons Learned and AFSO21 Directorate, AFRC/A9 (CCO) for the Command.   The purpose of this position is to plan, organize, and direct team work participating in Continuous Process Improvement (CPI) plan development and implementation, consistent with A9 (CCO), Command, Air Force, and DoD objectives.

• Working with team members, contractors, and with POCs at HQ and throughout the Command, incumbent leads, plans, develops, organizes, and implements the command-level CPI activities.
• Leads the team in identifying, prioritizing, assigning, distributing, and balancing the team's workload in accordance with organizational goals, customer requirements, and the abilities of the team members themselves.
• Interfaces with a range of Command and functional area organizations to further the CPI cause.  Establishes, develops, and maintains successful working relationships in the pursuit of fulfilling the CPI mission – effective working relationships will be required with other Air Force, DoD, and commercial team members, members of the internal organizational management staff, external customer representatives, private sector officials and CPI change agents, contract personnel, etc.
• Serves as the Functional Manager for Wing/Unit Process Managers (PMs) assigned the special duty 86M AFSC and OSC CCO throughout the Command.
• Ensures CPI training is provided to Reservists throughout the Command.

 

Qualifications

SPECIALIZED EXPERIENCE:  At least one (1) year of specialized experience at the next lower grade (GS-12) or equivalent.  Specialized experience must include expert knowledge of Continuous Process Improvement (CPI) principles, practices, techniques and procedures for the assessment and improvement of program effectiveness thought Air Force Reserve Command and knowledge of statistical techniques which facilitates the effective preparation and interpretation of charts, graphs, reports.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 

1.  Comprehensive knowledge of CPI principles, practices, techniques, and procedures.

2.  Must have a working knowledge of the operations of AFRC.

3.  Ability to interface with a wide range of personnel with tact, courtesy, diplomacy, and professionalism.

4.  Ability to analyze, plan, and adjust work operations to meet mission objectives within available resources.

5.  Knowledge of statistical techniques which facilitates the effective preparation and interpretation of charts, graphs, reports, etc.

6.  Ability to analyze facts, draw conclusions, and devise practical and appropriate solutions to problems/issues.

7.  Ability to effectively communicate verbally and in writing, to include the ability to make formal presentations (public speaking) and to conduct training courses.

8.  Knowledge of duties of Functional Area Manager to include career development and deployment procedures.

PART-TIME OR UNPAID EXPERIENCE**:** Credit will be given for appropriate unpaid and or part-time work.  You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. 

VOLUNTEER WORK EXPERIENCE:  Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).  Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
