About This Role
Leading and managing end-to-end development projects, primarily in health and education, under the King Abdullah bin Abdul Aziz Program (KAAP) in assigned countries is the core of this role. This involves identifying projects, signing MoUs, engaging stakeholders, floating tenders, appointing contractors and consultants, mobilizing resources, supervising implementation, ensuring timely completion, and smoothly handing over projects to beneficiaries.
Responsibilities
- Contribute to the development of strategy, work plans, and KPIs for the KAAP Unit, ensuring alignment with IsDB strategies and KAAP mandates
- Contribute to the development of policies, procedures, and guidelines for the KAAP Unit and ensure their effective implementation and compliance
- Contribute to the preparation of the Unit's annual budget, ensuring adequate resources to meet business requirements and achieve strategic objectives
- Prepare and arrange for the Memorandum of Understanding (MoU) to be signed between IsDB, KAAP, and the relevant Government/Authority in the target country
- Identify relevant development projects (mainly in health and education) around the world to meet the existing and emerging needs of Muslim communities
- Prepare Project Charters for identified projects, considering investment, resources, clearances, completion time, and beneficiaries
- Seek necessary approval from IsDB and KAAP to implement the project
- Timely prepare all techno-commercial documents for the selected project and float RFPs/Tenders to obtain quotations/tenders from qualified contractors
- Appoint Consultants to prepare project designs, oversee project execution, and obtain necessary clearances/approvals
- Participate in Tender Committees to evaluate tenders/proposals and appoint the most eligible contractors
- Prepare a Project Plan, communicate it to the Consultant and Contractor, and ensure project progress as per agreed plans
- If required, source and recruit qualified local staff and assign them to projects after providing necessary induction and training
- Monitor project progress as per the Project Plan, flag quality or delivery issues with the Contractor, and resolve them in a timely manner
- Ensure obtaining necessary clearances/approvals from relevant authorities for smooth project progress
- On completion of the project, carry out necessary quality checks with Consultants, prepare a Snag List, share it with Contractors, and agree on rectifying snags
- On satisfactory completion, arrange take-over and approve payments as per contractual terms
- Arrange smooth handing over of the project to the representatives of the beneficiaries
- Whenever necessary, prepare/manage media materials related to specific projects and/or the program in general
