Duties

You will:

• Serve as advisor, program consultant and analyst to management and staff on all aspects relating to the Resources Conservation and Recovery Act (RCRA) import export notification program including the oversight and management of the Waste Import Export Data System (WIETS) database.
• Provide skilled and adept technical assistance to regulated community, foreign governments, management and various other stakeholders concerning regulatory requirements.
• Report findings and provide highly knowledgeable advice and positions to high level decision makers including the Division Director, Office Director or the Assistant Administrator.
• Monitor and evaluate system operations to ensure productivity and data quality based on program needs and requirements.
• Identify problems or issues with operations and propose means of correction that are consistent with programmatic requirements.
• Maintain close contact with staff and management levels at OSWER and, as appropriate, OEI, to obtain current information about the regulatory and policy issues and concerns of the program office as they pertain to the operation of WIETS and other data management systems.
• Establish program goals and objectives; determine resource needs for the WIETS related projects as well as staff needs; and resolve critical issues involving national policies with input from the Division Director.

Qualifications

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-12 level, you need to have at least one year of full time experience equivalent to the GS-11 level defined as providing in depth analysis and expert advice on the RCRA import export notification process and oversight and management of the WIETS database; serving as significant contact within ICAD for interpreting and disseminating information on the RCRA program and objectives to EPA customers, foreign governments, and other federal agencies.

-Skill to effectively communicate, both written and orally, and negotiate with a wide range of groups that may have competing interests.

-Knowledge of agency program and objectives, policies and precedents which affect the use of program and related support resources.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

If you will meet all advanced degree requirements (even though you have not necessarily graduated), including the completion or successful defense of any required thesis or dissertation, you may be eligible to apply.

Eligibility is based on completion of advanced degree requirements by August 31st of the following year of the annual application.

If you have completed an advanced degree from a qualifying college or university during the previous two years from the opening date of the PMF Program's annual application announcement, you are eligible to apply.

Advanced Degree means a professional or graduate degree (e.g., master's, Ph.D., J.D.).
