Plans and Operations Specialist

Duties

As a Plans and Operations Specialist, GS-0301-11, you will:

(1) Research a variety of planning problems. Determine the need to develop a specific military support (MS) plan, special report or to conduct a study. Plan, coordinate and develop specific plans and projects from conception to completion. Exercise initiative to obtain and analyze information on problems, projects and plans assigned. Assemble and analyze data; make commitments within delegated authority; conduct briefings; and prepare information papers. Submit reports to the National Guard Bureau (NGB), Continental United States Army (CONUSA), military installations, and the Governor on NG involvement and mission requirements. Represent the state at meetings with various federal and state officials. Arrange, conduct, and attend conferences and meetings with other agencies. Serve as MS special projects officer.

(2) Develop, analyze and update drug enforcement support operations contingency plans. Assess the mission; determine the scope and impact on NG resources and capabilities. Advise state and federal law enforcement agencies and Department of Defense (DoD) agencies concerning NG resources and capabilities to successfully support drug enforcement, interdiction of illicit drugs, and eradication operations. Coordinate on: the use of aircraft, vehicles, other special items, equipment/material, fuel, subsistence, transportation, maintenance, special equipment, personnel, etc. Coordinate employment of the air crews to identify and report marijuana services on the ramifications of utilizing NG in various employing status (state status, annual training (AT), active duty, inactive duty training (IDT), additional flight training periods (AFTPs), etc.). Research problems or lessons learned. Incorporate solutions and recommendations by other agencies to the NG.

(3) Develop state reporting procedures regarding Serious Incident Reporting (SIR). Submit initial telephone report to NGB, as required. Oversee the SIR investigation.

(4) Develop, analyze and update the state Terrorism Counteraction Plan. Develop, analyze, and integrate civil and military resources and assets into the comprehensive Joint Civil-Military Terrorism Counteraction Plans. Develop an active preventive program which may include deliberate low visibility, clandestine, and/or various actions to deter or lessen the effectiveness of planned or actual acts of terrorism or aggression. Ensure plans are current and available. Schedule and conduct threat briefings on terrorist or subversive element activities. Analyze threat assessments. Disseminate threat information and on high risk areas to personnel with a need to know. Apprise and update as necessary the proper authorities on potential problems. Monitor Threat Condition (THREATCON). Recommend changes to THREATCON. Ensure personnel receive mandatory training. Initiate instructions to ensure counter-terrorism measures are established and implemented. Schedule and conduct inspections.

(5) Analyze integrated plans for the Adjutant General on the State Defense Force (SDF) to assume state duties of NG following mobilization. Review SDF program for effectiveness, sensitivity to state specific missions and needs, and coherent organization. Develop procedures for procuring and issuing of any federal equipment to the SDF.

(6) Function as an Operations Officer during training simulations. Develop operational procedures to implement contingency and emergency plans. Identify and coordinate with staff officers on Emergency Operations Center (EOC) requirements for personnel and equipment to effectively accomplish emergency operations. Develop message routing procedures. Coordinate with higher, adjacent, lower HQs, federal, state and local agencies as necessary. Plan shift reports to include cost factors. Identify specific unit capabilities to support emergency operations. Identify equipment and special civilian occupational skills needed for the EOC. Develop resources to support emergencies. Coordinate operational control over committed NG forces during training simulations.

(7) May act on behalf of supervisor during short periods of absence.

(8) Perform other duties as assigned.

Qualifications

General Experience: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems.

Specialized Experience: Must have at least 36 months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.

Education

Substitution of Education for the Specialized Experience: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements. Completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited.
