Personnel Security Specialist

Duties

You will perform duties such as:

• support Bureau-wide implementation of Homeland Security Presidential Directive 12 (HSPD-12) Fitness and 5 CFR 731 Suitability requirements;
• perform responsibilities associated with the Bureau's pre-employment suitability/fitness screening referrals;
• perform limited adjudication of employee and contractor public trust background investigations for employment suitability and fitness;
• perform verbal, electronic, and hard-copy record information protection associated with the Bureau's personnel security activities in accordance with law, regulation, and policy to prevent unauthorized disclosures; and
• establish, maintain, and dispense personnel security records in accordance with law, regulation, and policy.

Qualifications

TO QUALIFY FOR THE GS-09 GRADE LEVEL: The GS-9 is a developmental position. At this level, you will plan and carry out routine work but will receive guidance by a senior specialist or supervisor for more complex assignments. You must satisfy one of the following requirements: Specialized Experience: Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-07). Examples: Implementing Homeland Security Presidential Directive 12 (HSPD-12) requirements; applying security concepts and databases; maintaining the integrity and protection of confidential information; conducting administrative duties; applying security policy and procedures to analyze and administer credentialing requirements. OR Education: You may possess a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. OR Combining Education and Experience: You may meet qualifications requirement for this position by combining specialized experience and appropriate graduate education.

TO QUALIFY FOR THE GS-11 GRADE LEVEL: You must satisfy one of the following requirements: Specialized Experience: Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-09). Examples: In addition to the duties described above, your experience would include: reviewing, analyzing, and recommending solutions to security and credentialing problems; resolving user-identified procedural and process issues using a HelpDesk or remedy ticket system; adjudicating background investigations for employment suitability or security clearance; and accurately and timely production of status reports. OR Education: You may possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. OR Combining Education and Experience: You may meet qualifications requirement for this position by combining specialized experience and appropriate doctoral or higher education.

Graduate level education must provide you with the knowledge and skills necessary to perform the duties described in this announcement.

You must meet all qualification requirements within 30 days of the closing date of the announcement.
