About the role

Duties

This position is located in the Facilities management Division, Facility Office and Management (O&M) Group, Albuquerque Area Office (AAO). The primary responsibilities for this position are planning, coordinating, evaluating and advising on the management, development, and protection of recreation facilities, lands and natural resources on Reclamation reservoirs. Other duties include:

-Participating in developing recreation management agreements.

-Coordinating, reviewing and preparing new concession contracts.

-Conducting comprehensive research of recreation laws, policies, and standards.

-Traveling to remote locations to perform field reviews with Park managers.

-Preparing reports and gathering data.

-Administering the Title 28 cost sharing program with New Mexico State Parks.

-Serving as contracting officer's representative (COR) and as Contracting Officer's Technical Representative (COTR).

-Preparing management agreements.

-Tracking recreation funding across all AAO programs.

-Serving as liaison to AAO program managers and as a subject matter expert on interdisciplinary teams.

Qualifications

Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. Specialized experience can be further defined as experience in at least 3 of the following: 1) participating in federal land and recreation management through established procedures for the production of documents such as leases, licenses, or permits for rights-of-way (or other land use) resource management plans, concession contracts, or lease agreements; 2) stewardship, through monitoring or field reviews, of land and recreation contracts or agreements; 3) performing duties that required the application of land and recreation policy and law in conjunction with the National Environmental Policy Act; 4) working individually, as a team-member, or as an Area Office Representative to accomplish tasks that facilitate federal land and recreation management.

GS-11 applicants must possess 1 year of Specialized Experience equivalent in difficulty and complexity to at least the GS-9 level in the Federal Service. OR experience can be substituted with a PH.D. OR equivalent doctoral degree OR three full years of progressively higher level graduate education OR LL.M., leading to such a degree with major study in outdoor recreation planning or a related field such as sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning or recreation which included one or more courses in outdoor recreation. OR a combination of related graduate level education and experience that together meet the qualification requirements for this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
