Description

The Kentucky Education and Labor Cabinet advances education, workforce development, and economic opportunity across the Commonwealth. The Cabinet provides education and training programs, employment and reemployment services, unemployment insurance, and disability determination services to help Kentuckians gain skills, find work, and maintain economic stability. It partners with education providers, workforce boards, and employers to align training with labor market needs and oversees labor programs that promote fair and safe workplaces.

The Department of Workplace Standards, Division of Occupational Safety & Health (OSH) Compliance, seeks an OSH Industrial Hygiene Compliance Supervisor in the OSH Compliance Health Branch. This position will oversee and supervise statewide personnel engaged in industrial hygiene inspections and investigations to ensure compliance with occupational safety and health laws and regulations.

This position will have access to confidential and sensitive information. The successful candidate will be required to ensure the safeguarding and security of all confidential and sensitive information and will be required to complete trainings, sign acknowledgments, follow all policies, and adhere to all statutes and requirements pertaining to the safeguarding and security of confidential and sensitive information while employed and after employment ends.

Duties of the position include, but are not limited to, the following:

Oversees the supervision of the inspection and investigation processes of OSH Industrial Hygiene Compliance Officers. Manages the workload & priorities of inspections. Schedules work assignments for subordinate OSH Compliance Officers to ensure acceptable enforcement presence and maintain productivity. Conducts inspections to detect health hazards in places of employment.

Reviews inspection case files to ensure the technical validity of violations, accuracy, and adequate documentation. Submits applicable inspection case files to the program manager and makes recommendations. Issues citations as applicable.

Communicates with employees, employers, and representatives involving occupational health standards & provides technical guidance concerning occupational health problems & preventive measures. Schedules and conducts informal conferences with employers and arranges for employee participation. Assists cabinet attorneys in preparing & settling cases & testifies at Kentucky OSH Review Commission hearings.

Conducts and participates in training sessions, seminars, and programs on occupational safety. Research technical publications and literature regarding the latest occupational safety standards and technical developments. Keeps current with policies. Teaches technical health- related courses to program staff and trains new Industrial Hygienist employees.

Calibrates and performs maintenance and tests on industrial hygiene instruments and technical equipment.

Completes performance appraisals and approves leave requests and timesheets.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree in industrial hygiene, chemistry, physics, engineering, environmental health, biology, environmental health technology, engineering technology, or a related field.

EXPERIENCE, TRAINING, OR SKILLS: Four years of professional experience in industrial hygiene or a related field.

Substitute EDUCATION for EXPERIENCE: Graduate study in one of the above or related fields or completed occupational safety and health internship will substitute for the required experience on a year-for-year basis.

Substitute EXPERIENCE for EDUCATION: Graduate teaching or graduate research experience in one of the above or related fields will substitute for the required education on a year-for-year basis. Current or prior military experience will substitute for the required education on a year-for-year basis, or additional professional experience in occupational safety and health or a related field will substitute for the required education on a year-for-year basis.

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): Must possess a valid driver's license prior to employment in this job classification. Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this job classification. Employing agency is responsible for ensuring employee possesses and maintains required licensure(s), certification(s) or other credentials.

Working Conditions

Work is generally performed in an office setting when preparing reports or evaluating inspections or investigations. Travel is required to conduct inspections or investigations. When conducting workplace inspections, employees in this job title are exposed to the same working conditions as those employed at the workplace. May be exposed to potential hazards which may require the following of safety precautions.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
