Duties
MAJOR DUTIES:
· Serves as Modeling and Simulation Analyst and senior level consultant for the Chief of the Air Force Reserve for Total Force operations personnel force structure and retention policy. Provides strategic advisories and builds decision support for the Secretary of the Air Force, Chief of Staff of the Air Force, Chief of the Air Force Reserves, among others, to shape personnel policy for the force, by utilizing high powered analytic tools and models to project force structure and management policy decisions and align with the Office of the Secretary of Defense's Future Force initiatives. Responsible for providing expert technical advice on the design and construction of models which provide alternatives and solutions to Total Force military personnel trends and problems and Air Force Reserve strength management. The models are designated to assess the Air Force Reserve's military personnel force capabilities and needs in meeting the mission of the Air Force Reserve, and in planning, programming, and budgeting. Serve as a leader of strategic study group teams with responsibility for determining the feasibility, methodologies and presentation of analytical efforts to resolve challenges faced by Congress, Department of Defense, Secretary of the Air Force, Air Staff, Commander Air Force Personnel Center, Air Reserve Personnel Center, Headquarters Air Force Reserve Command, U.S. Office of Personnel Management, Department of Labor, U.S. Bureau of Economic Analysis and other government agencies. Also proposes and initiates independent analysis of Air Force Reserve personnel issues that may benefit the Chief of the Air Force Reserve and his/her senior leadership.

Qualifications
SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-13) or equivalent. Specialized experience must include applying a knowledge of strategic analyses, personnel policies, force management, development and sustainment, and recruiting and retention; coordinating projects involving the personnel policy arena; designing and building models to simulate real-world environments; and applying research techniques.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of a broad range of strategic or enterprise-wide modeling and simulation analyses techniques and possession of analytical abilities.
- Knowledge of a broad range of Air Force and Air Force Reserve Personnel policies, strategies and programs relating to strength requirements, force management, development and sustainment, compensation, recruiting and retention.
- Knowledge of quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions.
- Skill to negotiate and/or defend findings and program support concepts.
- Ability to lead study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints.
- Ability to develop and utilize appropriate data collection techniques and design, build, and use models and simulation techniques.
- Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relations.
PART-TIME OR UNPAID EXPERIENCE**:** Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
