About the role
Duties
Serves as the Environmental and Occupational Safety and Health (EOSH) Technical Program Manager for Air Traffic Organization (ATO) District Office with overall authority and responsibility for compliance with Federal, state and local Environmental and Occupational Safety and Health regulations. Serves as the EOSH expert for the District's ATO EOSH operational program. Coordinates and manages field EOSH technical program elements focusing on fuel storage tanks, NEPA requirements, fall protection, electrical safety, lockout/tagout, construction support, training, policy development, accident investigation and reporting, and other EOSH program elements. Identifies and prioritizes program initiatives based upon resource availability. Coordinates with District Managers on prioritization and implementation strategies for key program elements. Identifies expert resources to facilitate EOSH requirements when necessary. Monitors and evaluates EOSH programs and develops recommendations for improving compliance. Prepares reports and/or briefings on EOSH program status and accomplishments. Assists with EOSH training for District Office field personnel. Develops scopes of work for contract resources required to implement specific aspects of EOSH program operations. Performs highly complex and sensitive tasks and must be familiar with all hazardous materials, environmental and safety regulations from Occupational Safety and Health Administration, consensus standards from National Fire Protection Association, American National Standards Institute, Executive Orders and applicable regulations. Responds to emergencies, resolves issues, and acquires resources to administer the programs. Analyzes Jobs, processes, products, or other systems to determine the risks to employees. Recommends modifications to workplaces to control or eliminate hazards. Inspects or surveys workplaces for compliance with established safety and occupational health policies or standards and to Identify potential new hazards. Reviews project plans and specifications for facilities and equipment to ensure compliance with established EOSH standards. Conducts occupational safety evaluation of hazardous conditions and develops recommendations for abatement Normal work activities are performed in an office environment. Frequent travel is required to off-site locations. The incumbent will be required to conduct EOSH training.
Qualifications
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H or FG/GS-12 level (progressive) in the Federal Aviation Administration. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Must be able to climb ladders (up to 100 feet) and stairs (up to 400 feet in height) to access elevated work sites during inspections.
Examples of qualifying specialized experience include:
Managing safety or occupational health program elements.
Developing and recommending safety and occupational health policy to higher levels of management.
Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
Developing or implementing programs to reduce to frequency, severity, and cost of accidents and occupational illnesses.
Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
Designing or modifying work places, processes, products or other systems to control or eliminate hazards.
Inspecting or surveying workplaces, processes, products or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
Training of workers, supervisors, managers or other safety and occupational health personnel in safety or occupational health subjects.
