About the role
Duties
The incumbent provides administrative, technical and management expertise for Social Work & Community-Based Services to include:
Integrates knowledge of specialized processes, resources, terminology, with administrative skills to improve efficiency of office operations. He/she is responsible for designing, delegating, and monitoring office procedures that support the Chief, of Social Work & Community-Based Services with ability to perform several tasks and requirements consecutively in a fast-paced deadline driven environment. He/she makes recommendations for improvement and monitors the effectiveness of policies and procedures intended to yield improvements.

Exercises initiative and judgment.
Makes decisions within the scope of assigned authority.
Analyzes workflow to determine potential problem areas and make recommendations to correct these areas to improve coordination between the various units, offices or Programs.
Identifies and recommends ways of eliminating, consolidating, simplifying, or improving procedures and processes.
Applies evaluative techniques in the identification, consideration, and resolution of issues or problems of an eligibility or procedural nature, including knowledge of the theory and principles of management and organization, administrative practices and procedures pertaining to the incumbent's area of responsibility.
Standardizes processes and procedures for evaluating management or program operations to perform duties such as planning the necessary steps to complete assignments, identify problems from collected data, and selecting solutions from alternatives in guidelines and precedent situations.
Analyzes and evaluates methods and techniques for assessing and improving process effectiveness and efficiency.
Compiles statistical data and prepare reports accordingly upon request.
Demonstrates knowledge of computer operating procedures and computer programs to include Microsoft Word, Excel, PowerPoint, and in-depth working knowledge software applications in order to maintain and track a variety reports, develop spreadsheets.
Presents information and data in a clear and concise manner with ability to develop and maintain professional working relationships with internal and external customers to include patients and family members.
Displays knowledge of medical terminology to perform the duties and responsibilities of the position and demonstrate accuracy, efficiency, and time management skills in the completion of daily responsibilities.
Takes accurate and complete meeting minutes; utilizes general office equipment; and develops and adopts filing procedures in accordance with VHA regulations.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
FACTOR: MINIMUM QUALIFICATIONS
GS-7: Possess at least one (1) year of specialized experience equivalent to the next lower grade in federal service (GS-06). Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization:
FACTOR: Ability to assume responsibility without direct supervision; able to handle confidential information; exercise initiative and judgement; and make decisions within the scope of assigned authority.
FACTOR: Skill in applying evaluative techniques in the identification, consideration, and resolution of issues or problems of an eligibility or procedural nature, including knowledge of the theory and principles of management and organization, administrative practices and procedures pertaining to the incumbent's area of responsibility.
FACTOR: Knowledge of the standardized processes and procedures for evaluating management or program operations to perform duties such as planning the necessary steps to complete assignments, identify problems from collected data, and selecting solutions from alternatives in guidelines and precedent situations.
FACTOR: Knowledge of analytical, evaluative methods, and techniques for assessing and improving process effectiveness and efficiency. Work also requires skill in applying basic data gathering methods, such as standard interviewing or surveying techniques to collect various types of factual information. He/she must have ability to compile statistical data and prepare reports accordingly upon request.
FACTOR: Knowledge in computer operating procedures, computer programs to include Microsoft Word, Excel, PowerPoint and in-depth working knowledge software applications in order to maintain and track a variety reports, develop spreadsheets.
FACTOR: Ability to present information and data in a clear and concise manner with ability to develop and maintain professional working relationships with internal and external customers to include patients and family members.
FACTOR: Skill and proficiency in typing, records management, taking accurate and complete meeting minutes, use of general office equipment, and developing and adopting filing procedures in accordance with VHA regulations.
FACTOR: Knowledge of medical terminology to perform the duties and responsibilities of the position and demonstrate accuracy, efficiency, and time management skills in the completion of daily responsibilities.
FACTOR: TYPING PROFICIENCY
Certify applicant can type 40 words per minute and am skilled in using office automation software. In addition to meeting experience or education requirements, applicants for these positions must show possession of the following skills, as appropriate. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test.
There is no educational substitution for the GS-07 level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
