Duties
The selectee will serve as the Technical Advisor for the Office of Performance Management and Assessment (CG-DCO-81), Director of Operations Resource Management, and Deputy Commandant for Operations.
Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
- Advising in developing and maintaining policies and processes to ensure the effectiveness and efficiency of Coast Guard strategic mission management.
- Providing guidance and direction to program and capability managers when preparing for and responding to audits, inquiries and questions from the Department, Administration, OMB, GAO, Congress or others.
- Providing expert recommendations and technical support regarding the conduct of strategic mission analyses, program evaluations, risk assessments, and other studies; facilitate and assist in the measurement, assessment, review and reporting of performance results.
- Advising in developing and maintaining policies and processes to ensure the effectiveness and efficiency in the identification and adequacy of management controls that comply with applicable laws and regulations.
- Researching and writing reports and other working documents on complex program issues.
Qualifications
To qualify for the GS-15 level: Applicants must possess one year of specialized experience equivalent to at least the GS-14 level in the federal service. Examples of specialized experience includes: Providing strategic and management guidance and assistance to ensure the Coast Guard’s mission performance is optimal across all programs. Advising, facilitating and overseeing the development of the policy, processes and guidance necessary to coordinate and integrate the planning, management, assessment and reporting efforts of Coast Guard operational programs and mission managers.
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
