Duties
The selectee will serve as a Management and Program Analyst in the Office of Investigations. Typical work assignments include:
- Contributing to the Department of Homeland Security (DHS) and Secret Service’s investigative and strategic planning efforts; contributing to and developing other strategies and plans, to include interagency plans in support of Secret Service programs and activities; planning based upon statutory requirements, national and DHS priorities, and emerging threats and trends; and developing cost estimates over a five year period.
- Contributing annually to the budget formulation process through collaborating with DHS and the Secret Service budget office in the development of Resource Planning Guidance, Resource Allocation Proposals, and Congressional Justifications; participating in the DHS Issue Team Process to advocate for resource decisions that advance Secret Service programs as they analyze multi-billion dollar mission budget portfolios; preparing documentation and providing briefs to senior leaders and staff in support of consideration of these budget requests by the DHS Deputy Management Action Group (DMAG), Office of Management and Budget (OMB), and relevant congressional appropriations committees.
- Using a variety of quantitative or qualitative methods to assess current program performance, ensuring Secret Service programs are aligned to national and homeland security priorities, analyzing trends and environmental risks that may impact Secret Service programs and responsibilities; and identifying opportunities for the Secret Service to reduce identified risks.
- Analyzing trends and risks related to criminal activity within the Secret Service’s jurisdiction, such as crimes involving US financial institutions and payment systems, the production and distribution of counterfeit currency, threats to Secret Service protectees, data breaches, network intrusions, and other malicious cyber activity.
Qualifications
Specialized Experience:
GS-14: You qualify for the GS-14 level (starting salary $112,021) if you possess one year specialized experience equivalent to the GS-13 level performing duties such as providing analysis, advise, and recommendations to senior government leaders regarding security strategies, policies and procedures; analyzing trend and security risks that may impact existing or new programs; evaluating and interpreting new or proposed policies and legislation related to topics such as criminal investigations, electronic surveillance, and cyber security; performing data analysis, financial analysis, budget development, and program evaluations; and working with multi-stakeholder groups on projects and programs with national or international scope.
National Service Experience (i.e., volunteer experience) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
