About the role

Duties

As a Management and Program Analyst you will:

  • Develop and interpret guidance on program planning, execution, and evaluation.
  • Prepare directives, issuances, memoranda, policy statements, legislative proposals, and other written guidelines to introduce new initiatives.
  • Recommend effective operations consistent with policies and objectives.
  • Develop long-range program plans, goals, objectives, and milestones.
  • Identify ways to resolve or address issues which directly affect the accomplishment of principal program goals and objectives.
  • Research new or improved business and management practices for application to operating and administrative programs.
  • Create queries/reports, utilizing tools such as Business Objects and SQL, based on business requirements supplied by your customers and provide assistance to customers in the area of data queries/reports.
  • Analyze changes to business rules and implementing approved changes into the applicable case management system.

Qualifications

You must meet the following requirements by the closing date of this announcement. GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes all of the following: Experience with a wide range of evaluative and analytical methods and techniques to revise or develop new approaches; Experience analyzing detailed findings, identifying and measuring accomplishments and progress, which include pertinent laws, regulations, policies and precedents to develop new or modified guidelines and to make recommendations; Experience using management and organizational techniques, systems, and procedures to perform a wide variety of projects with a long-term impact; Experience of work processes, and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations; Experience with project management tools and techniques to plan, schedule, implement, closeout, and evaluate projects; Experience with verbal and written communication techniques to present findings and deliver briefings, negotiate solutions to disputed recommendations; Experience with written communication techniques to prepare project papers, staff reports, manuals and directives; and Experience creating queries/reports in Business Objects and SQL for reporting purposes and providing assistance to customers with Business Objects related tasks.

The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
