Duties
You will:

Serve as initial source of information between Division Director and program managers of the status of critically sensitive issues, problems and projects which affect overall divisional program accomplishments.

Provide authoritative advice to the Division’s managers on areas of concern related to operations of the Division such as hiring, promotions, awards, affirmative action, performance standards, training, travel, etc.

Serve as principal advisor and primary point of contact on matters relating to Division controllable budgets.

Develop, maintain, and monitor integrated reporting systems affecting program throughout the activity with functions and operations that are extensively interrelated.
Qualifications
You do not need a degree to qualify for this position.
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as: Exercising statistical, accounting, budget and economic principles and techniques; analyzing and evaluating methods with a thorough understanding of how environmental programs are administered; preparing and tracking status of personnel actions; and presenting recommendations and solutions regarding complex issues.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
1. Ability to communicate orally with program officials and the public.
2. Ability to communicate in writing with program officials and the public.
3. Knowledge of Human Resource laws and regulations.
4. Knowledge of statistical, accounting, budget and economic principles and techniques.
5. Knowledge of analytical and evaluative methods.
6. Skill in preparing and presenting recommendations and solutions regarding complex issues.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
