About the role

Duties

As a Management Analyst  GS-0343-13 you will:

  • Address efficiency and effectiveness in an organizational design; overlaps in management support services and/or the need for consolidated functions.
  • Serves as a Contracting Officers representative (COR) on contracts of an administrative nature and/or contractor support for the conduct of large studies.
  • Apply qualitative and quantitative methods to analyze and evaluate administrative operations, organizations, and management practices to determine their efficiency and effectiveness.
  • Prepares comprehensive reports of findings and recommendations considering such factors as actual accomplishments versus established goals, adequacy of existing versus new programs, and costs incurred in the conduct of the program.
  • Advises managers and program officials on policies and procedures including actions to be taken to accomplish work in accordance with established requirements.

Qualifications

MINIMUM QUALIFICATIONS:

Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

GS-13: Applicant must have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service.

Specialized experience are defined as applying a wide range of quantitative and qualitative analytical methods to evaluate the effectiveness and efficiency of programs; analyzing findings and recommend solution on essential management practices, and operating procedures on methods to improve the organization;  providing guidance and interpretation of policies, regulations, and procedures to program officials; identify and resolve issues and/or problems that arise within the organization; deliver briefings and prepare reports; reviewing contract of an administrative nature to ensure accountability of accurate information; and/or serving as a Contract Officer representative.  

Documenting experience:  In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description.  Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

Education
