About the role

Duties

  • Train new and current acquisition or financial staff on Financial and Business Management System (FBMS), SAP, Automated Systems, Applications, and Products (ASAP) and/or IMATS processes, procedures, and operations.
  • Monitor the ASAP and SAP system to notify financial assistance staff and/or program managers of drawdown levels.
  • Analyze, evaluate, verify and establish controls for pre-award procurement and financial assistance document workflows.
  • Provide recommendations to senior-level management regarding administrative procedures for procurement and financial assistance documentation (e.g., requisitioning, receiving, payments, drawdowns).
  • Monitor the Undelivered Orders (UDO) reporting and provide reports of progress to Acquisition & Assistance Management Office (AAMO) management; works with acquisition staff on de-obligation purchase requests, modifications and reporting.
  • Assist with the development of the Advanced Acquisition Plan by serving as one of the liaisons between AAMO and the program managers and working directly with both offices to identify the entire workload and develop a plan based on balanced obligations throughout the fiscal year.

Qualifications

GS-09: In order to qualify for the GS-09 grade level, your resume must reflect one year of specialized experience equivalent to at least the GS-07 level; OR master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if related; OR combination of graduate level education and experience.

Specialized Experience for the GS-09: experience training users in the use of Financial and Business Management System (FBMS) applications, and identifying and resolving FBMS errors through analysis and troubleshooting methods. Demonstrates the ability to connect and collaborate with other employees, managers and/or groups to enable effective and proactive resolution of complex system matters.

Education

The qualification requirements for this position allow substituting education for experience. You must submit a copy of your college transcript (unofficial copy is acceptable) to support your education if you are substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred.

Foreign Education: To receive credit for education completed outside the United States, applicants must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs. Failure to include this verification with foreign transcripts will result in an incomplete application.
