Management Analyst

Duties
Develops, prepares and balances the Command Plan (CP) input. Interprets, analyzes, correlates and provides recommendations concerning disposition of Manpower Guidance (MG) and Program Budget Guidance (PBG) based on the commands peacetime, contingency and wartime missions and functions. Reconciles CP input with Command Budget Estimate (CBE). Reviews and validates CP input from entire command to ensure that CP input tracks with approved force structure. Develops and maintains numerical data related to the CP work year figures. Manages the allocation of limited manpower resources based on command priorities, historical utilization data, and analysis of mission and functions. Tracks and manages the distribution of approved allocations by budget program, validated manpower requirement, mission requirement, mission priority, downsizing and reshaping the command position structure and mission and manpower controls associated with the allocation of manpower spaces. Monitors and analyzes the execution of civilian manpower management to ensure compliance with approved force structure. Manages and maintains the command's civilian strength; projecting gains and losses in keeping with programmed resources. Participates in the development of the Program Objective Memorandum (POM) as well as special projects related to the disposition of manpower and budgetary resources necessary to satisfy the command's mission requirements.

Specialized experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Experience providing recommendations and advice on changes to organizational structures or functional statements, on implementation of changes in manpower requirements or on implementation of reorganizations; works on cross-functional projects to reduce or eliminate functional overlap or improve organizational efficiency of position utilization in substantive programs; assess the productivity, effectiveness, and efficiency of programs.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade (or equivalent).
