About the role

Duties

  • Serves independently or as a member of an operational planning team, leads the development of complex force structure and manpower studies which result in concept plans and command implementation plans.
  • Analyze strategic directives, e.g. Army Campaign Plan (ACP), Signal and Cyber doctrine, policies and regulations, the Forces for and Global Force Management Implementation Guidance (GFMIG), the Quadrennial Defense Review (QDR), the Army Plan (TAP), Defense Planning Guidance (DPG), and other strategic publications and directives to assess impact to or potential opportunities for Command equities.
  • Develop and present briefings, reports and correspondence.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as:

Force Structure and Manpower Analysis; Concept Plan Development and Implementation of new TDA Force Structure; Workgroup Leadership through Projects and Programs interfacing with higher agency staff elements; Quantitative and Qualitative Analysis and Military Decision Making Process (MDMP); Written Product production such as Briefings, Information and Decision Papers, and Concept Plans.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

  • Knowledge of multiple Analytic, Qualitative, and Quantitative Methods to apply Force Management.
  • Skill in developing Concept Plans for new TDA Force Structure.
  • Skill in Project Management to lead an Operation Planning Team in the development, implementation, and life cycle support of Force Management.
  • Skill in writing, speaking, and the ability to use MS Office applications for developing and presenting briefings, reports, guidance, and correspondence to senior level audiences.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-12 grade (or equivalent).
