Duties

Serves as the organization's Chargeback Administrator with responsibility for analyzing and maintaining an automated database for determining the cost of services provided by the organization.

Participates in analyzing/evaluating/ establishing unit cost information. Develops charging algorithms for cost recovery and support of invoice generation to customers.
-Composes and negotiates Service Level Agreements (SLA), Inter-service support agreements (ISSA), Memorandum of Agreements (MOA), and Memorandum of Understanding (MOU) with customers and settles billing disputes.
- Provides guidance and assistance to management in the development of workload data, changes in mission and function statements, and manpower change requests.
Qualifications

Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: experience using methods for identifying, measuring, and/or evaluating program objectives; experience performing cost/benefits analysis; experience analyzing and maintaining an automated database to determine the cost of services; and experience preparing statistical and graphic presentations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade (or equivalent).
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below:

Successful completion of a Ph.D. or equivalent doctoral degree OR successful completion of 3 full years of progressively higher level graduate education leading to such a degree OR successful completion of an LL.M., if related.

If you have less than one year of specialized experience and you have graduate-level education in excess of a Master's Degree but less than the level of graduate-level education as described above you may use a combination of education and experience to qualify. Compute the percentage of the requirements that you meet. The total must be at least 100% to qualify. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 36. Add the two percentages. The total percentage must equal at least 100 percent to qualify)
