About the role

Duties
As a Management Analyst GS-0343-13 you will:

  • Conduct periodic reviews of Center for Drug Evaluation and Research (CDER) targeted recruitment and outreach program activities to evaluate the management practices, methods and administrative operations of CDER organizations.
  • Serve as an expert on the use of competitive and excepted hiring authorities including special authorities for the recruitment, relocation, and retention of applicants.
  • Review and analyze Center for Drug Evaluation and Research (CDER) Human Capital planning efforts and initiative to facilitate Generic Drug User Fee Act (GDUFA) targeted recruitment and outreach efforts.
  • Formulate and monitor project plans and milestones for implementing major recruitment and outreach initiatives designed to attract and retain a highly qualified workforce.
  • Develop a Center for Drug Evaluation and Research (CDER) "brand" and branding strategies to build organizational credibility with employees and potential applicants.
  • Develop performance indicators that identify recruitment and outreach best practices.

Qualifications
MINIMUM QUALIFICATIONS:
Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
GS-13: Applicant must have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service.
Specialized experiences are defined as familiar with and utilize multifaceted recruitment and outreach strategies; develops organizational outreach strategies that assist in obtaining a diverse candidate pool and addresses organizational recruitment needs; conducts recruitment and outreach efforts by representing organization at recruitment events such as career fairs, conferences, and college recruitment activities.
Documenting experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
