About the role

Duties
The selectee will serve as a Mail Management Specialist in the Office of the Chief Financial Officer, Administrative Operations Division. Typical work assignments include:

  • Enforcing U.S. Postal Service regulations pertaining to mail operations; and administering the metered mail program, analyzing and evaluating issues, policies and procedures to resolve problems pertaining to mail services.
  • Implementing new or modified policies, procedures, standards and methods to improve mail service in the Mail Operations Branch; providing data that will help in determining efficiency, peak workload periods, hours of operation, change in routes, or any procedural changes.
  • Preparing in-depth cost analysis in order to ensure most cost effective and efficient transportation method is utilized; conducting investigations of reported mail handling discrepancies and problems arising in connection with pick-up and delivery schedules, and making recommendations for resolution.
  • Assisting in the preparation of performance standards and evaluations of employee’s performance; preparing activity reports; assisting in the development of training plans.

Qualifications
You qualify for the GS-9 level if you possess one year of specialized experience equivalent to the GS-7 level performing duties such as preparing outgoing mail packages and reviewing them for correct address, zip code, rates and markings; reporting any problems connected to pickup and delivery schedule; and operating metering equipment to meter mail for acceptance into the USPS or private carrier systems.

GS-9: master's or equivalent graduate degree
OR
2 full years of progressively higher level graduate education leading to such a degree
OR
LL.B. or J.D., if related
OR
A combination of successfully completed post-high school education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.

Time-in-Grade: Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. Qualifications Must Be Met: The qualification requirements listed above must be met by the closing date of this announcement.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
