Legal Instruments Examiner, GS-0963-04/05

Duties

This position serves as a Legal Instruments Examiner, responsible for providing administrative support in the areas of collecting payments for user fees charged by the Agency for various merchant mariner credentialing functions and licensing and documentation of merchant mariners.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

• Assisting in reviewing contradictions, conflicts and inconsistencies in documentation submitted in support of an application for a Coast Guard issued credential.
• Providing/preparing standardized written and oral replies to maritime academies, maritime schools, other professional maritime organizations, and the general public on all matters concerning the knowledge, processes, production, and/or aspects of credentialing maritime personnel.
• Completing form letters and correspondence relating to recommendations for updates and corrections to the Maritime Credentialing Program (MCP) as directed.
• Assisting in the evaluation of applications and seeking oversight and guidance from higher-graded staff when evaluating more complex or non-routine application packages.
• Communicating directly with applicants over the phone or by other means in order to obtain additional information, explanation, or to gain further support for an application.

Qualifications

To qualify for the GS-4 level:

Applicants must possess one (1) year of general experience providing clerical support. One year of general experience that has equipped you with the particular knowledge, skills, and ability to successfully perform the duties of this position and is typically in or related to this line work. General experience that is defined as: Responding to in-person customer inquiries and requests for assistance. Receiving, safeguarding, accounting, verifying, and forwarding collections in accordance with prescribed collection policies and procedures.

OR

Two (2) full years of successfully completed education above the high school level;

OR

A combination of post-high school education and general experience that meets 100% of the qualification requirements for this position. To qualify for the GS-5 level:

Applicants must possess one (1) year of specialized experience equivalent to the GS-4 level (in the Federal service). Examples of specialized experience include: Responding to in-person customer inquiries and requests for assistance; administering examinations for merchant mariner applicants in accordance with guides; evaluating license and document applications against regulatory standards for required training. Receiving, safeguarding, accounting, verifying, and forwarding collections in accordance with prescribed collection policies and procedures. Assist in administering and determining satisfactory/unsatisfactory completion of knot tying, flashing light, and pilotage exercises.OR

At least one of the following if using education to qualify at this grade level:

Four (4) years of successfully completed education above high school level;

OR

Equivalent combinations of successfully completed post-high school education and specialized experience may be used to meet the qualification requirements. Only progressive education in excess of the first 60 semester hours or 90 quarter hours (i.e., beyond the first two years) of a course of study is creditable toward meeting the specialized experience requirements.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
