Duties

  • Analyze, research, adjudicate, and examine complex title cases; decide which legal sources apply, define issues, and determine applicable principles of law.
  • Review title information provided by title companies, note any defects and make recommendations; make determinations in situation where no guidance or precedents exist.
  • Provide agency field offices, tribal offices, and general public with legal information and advice in reference to established principles, decisions, and precedents
  • Advises realty specialists in preparation of various forms

Qualifications

Specialized Experience:

GS-9: Applicants must possess 1 year of specialized experience equivalent to the GS-8 level; or its non-federal equivalent. Specialized experience can be evidenced by:

Examining extremely difficult, complex, or controversial title cases in the areas of fee, homestead, trust and restricted patents, Indian treaties, land sales, exchanges and assignments, the General Allotment Act, the Indian Reorganization Act, revision of title actions, correction conveyance documents, disclaimers of interest, affidavits, rights-of-way, etc.; Independently research and analyze legal documents to determine what legal sources apply, define the issues, and applicable principles of law; Advise realty specialists in preparation of various forms (i.e. title conveyance, equitable title, property management agreements, etc.) insuring that all technical language are legal, clear, accurate, proper, and binding.

GS-8: Applicants must possess 1 year of specialized experience equivalent to the GS-7 level; or its non-federal equivalent. Specialized experience can be evidenced by: 

Examining extremely difficult, complex, or controversial title cases in the areas of fee, homestead, trust and restricted patents, land sales, exchanges and assignments, the General Allotment Act, the Indian Reorganization Act, revision of title actions, correction conveyance documents, disclaimers, affidavits, rights-of-way, etc.; Independently research and analyze legal documents to determine what legal sources apply, define the issues, and applicable principles of law; prepare probate modifications to add property to the inventory of an estate, add interest to inventoried lands, and/or correct typographical errors; prepare or assist in preparing various forms of title conveyances and divestment documents, equitable title documents, deeds, leases, grants, property management agreements, stipulations, memoranda of understanding, easements, etc.

GS-7: Applicants must possess 1 year of specialized experience equivalent to the GS-6 level; or its non-federal equivalent. Specialized experience can be evidenced by:

Examine and corrects complex title documents; gather and assemble relevant title documents, identifying potential problems on land/parcel title documents; prepare abstracts of title by carefully examining each legal instrument, determining the correct legal description of the property, identifying current owners of the property and their fractioned title and monetary interests, identifying and curing title defects; Image title documents, scan and code the title document into the electronic records system and receive scanned title documents for encoding into the records system.

Part-Time or Unpaid Experience: Credit will be given for all appropriate qualifying experience regardless of whether compensation was received or whether the experience was gained in a part-time or full-time occupation. Full-time work is generally considered to be 35 to 40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
