Duties
This position serves as a Lease Compliance Technician. Major duties include but are not limited to:
· Plans and constructs compliance activities on surface leases and subsurface leases, oil and gas wells under the jurisdiction of the Fort Belknap Agency.
· Provide assistance to the Realty Officer in the development of branch work plans and schedules.
· Investigate rights of way violation, trespass, and possible boundary disputes, prepare rights of way legal descriptions of maps.
· Design and maintain systems to track land use and trespass activities, information includes; farm/pasture acreage, livestock numbers, crop and fallow acres, conservation needs, management data, etc.
· Conducts inspections on all trust land boundary disputes, conducts boundary surveys to determine correct boundary lines.
Qualifications
GS-6: 1 year of specialized experience equivalent to the GS-5 grade level.
Examples of specialized experience are, but not limited to; assisting in planning and constructing compliance activities on all leases, participating in inspections to determine compliance with lease stimulations. Assist in assessing hay cutting acreage insure compliance. Assist Fort Belknap tribes with enforcement of the ordinances. Assist with investigation of rights-of-way violations, trespass and disputes. Assist with all duties assigned within lease compliance, inspections, track land usage.
GS-5: 1 year of specialized experience equivalent to the GS-4 grade level OR 4 years of successfully completed education above the high school level.
Examples of specialized experience are, but not limited to; planning and constructing compliance activities on surface leases, subsurface leases, oil and gas wells, including trust allotments. Conducting field inspections designed to determine compliance with lease stimulations, assess hay cutting acreage, insure compliance with the provision of the Food Security Act and to follow up on reported or suspected trespass ordinances. Investigate rights-of-way violations, trespass and possible boundary disputes. Prepare rights-of-way legal descriptions, conduct research and analysis of agency and court house records to determine rights-of-way owners. Determine correct boundary lines and maintain accurate annual records for land use/misuse. Implements systems in order to monitor land use patterns and cropland history on trust properties.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and is typically in or related to the position to be filled.
The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.

Part-Time or Unpaid Experience: Credit will be given for all appropriate qualifying experience regardless of whether compensation was received or whether the experience was gained in a part-time or full-time occupation. Full-time work is generally considered to be 35 to 40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
