About the role

Duties

The selectee will serve as a Lead Management and Program Analyst in the Office of Strategic Planning and Policy, Management and Organization Division. Typical work assignments include:

  • Conducts forward-looking research and prepares concept papers on topics of interest for the Director’s Staff; prepares written analyses of strategic issues for the Resource Allocation Plan and various sections of the Secret Service budget requests at the departmental, Office of Management and Budget and Congress; and prepares several documents at various stages of the planning, programming, budgeting and execution (PPBE) processes, including strategic issue papers for department consideration in preparation of the Department of Homeland Security’s Integrated Planning Guidance.
  • Identifies, distributes and balances workload and tasks among subordinates; provides expert advice, guidance and assistance to others in the functional area in resolving unique or extremely difficult problems; communicates to team members the assignments, projects, or program goals and objectives to beachieved.
  • Performs complex analytical work associated with planning and conducting studies of existing, planned,or proposed Secret Service program objectives, strategies, and alternatives; and interrelated resource requirements in order to evaluate the effectiveness of Service-wide programs.
  • Conducts forward-looking research and prepares concept papers on topics of interest for the Director’s Staff; provides expert advice, guidance and assistance to others in the functional area in resolving unique orextremely difficult problems; communicates to team members the assignments, projects, or program goals and objectives to be achieved; and represents the team in conveying the team’s findings and recommendation in meetings.
  • Serves as the subject matter expert in the area of strategic planning as well as providing assistance to offices with the development of their strategic plan ensuring that their vision, goals and objectives align with those of the Secret Service; establishes, develops, implements, and manages the strategic planning process including assisting senior level staff with formulating the strategic vision for the Secret Service; and coordinates with the Department of the Homeland Security, the Secret Service Director’s Staff, Assistant Director Offices, the Financial Management Division, and other MNO branches to ensure the Service’s Strategic Plan complies with Department of Homeland Security’s Strategic Plan and the GPRA and reflects senior management’s ideas for the strategic direction of the Service.

Qualifications

You qualify for the GS-14 level (starting salary $112,021) if you possess one year of specialized experience equivalent to the GS-13 level performing duties such as: leading project teams and initiatives in the development and execution of the strategic planning process; directing the development and implementation of program evaluations of new or improved business and management practices; and presenting findings and recommendations to senior management.

Time-in-Grade: Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service.
