About the role

Duties

You will:

  • Serve as Team Leader for HR Specialists and support staff responsible for providing recruitment and placement services to a variety of customers.
  • Continually monitor and review staff work to ensure personnel actions are in compliance with all staffing policy, regulatory, and program standards.
  • Provide technical advice in the resolution of staffing issues through interpretation of legislative, regulatory, and Agency policy guidance.
  • Analyze and evaluate customer staffing issues including recruitment strategies and methods and recognize potential problem areas and trends.
  • Plan and carry out projects to improve and advance the quality and breadth of services offered by the Division.

Qualifications

You do not need a degree to qualify for this position.

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-13 level, you need to have at least one year of full time experience equivalent to the GS-12 level defined as analyzing, evaluating, interpreting and applying a wide range of federal human resources policies and procedures related to recruitment and staffing; developing job analyses, posting vacancy announcements using automated systems, determining basic qualifications, and issuing selection certificates; leading projects involving federal human resources recruitment or staffing.

Your answers to the on-line assessment will be used to evaluate your competencies in the following areas: 1) Knowledge of comprehensive staffing and placement concepts; 2) Ability to manage and lead a group, including providing feedback concerning progress; 3) Ability to orally present and defend staffing determinations to managers, employees and outside applicants; 4) Skill in providing consultative advisory services on human resource issues; 5) Skill in communicating written information to managers, employees and outside applicants; 6) Ability to interpret data and analyze trends.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
