About the role

Duties
This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Office of the Chief Financial Officer (OCFO). The primary purpose is for the establishment of obligations, audit and preparation for payment of the various types of vouchers, the preparation of accounting entries, the maintenance of subsidiary ledgers, and the recordings of financial transactions within the Office of the Chief Financial Officer, Office of Financial Management (OFM) Accounts Payable. Specifically you will:

  • Serve as Lead Accounting Technician over several Accounting Technicians in support of professional accounting and finance work performed;
  • Distribute and balance workloads in accordance with established workflow and job specialization, assuring timely completion of assigned workload;
  • Provide training and specific instructions to Accounting Technicians, Office Automation Assistants in all areas of work, as well as assisting in the training of Financial Analysts;
  • Instruct Accounting Technicians on specific task and techniques providing written instructions, reference materials and supplies; and
  • Reconcile information provided by field offices, other agencies and non-governmental entities to ensure compliance with regulations as well as the budgetary and financial impacts and legal ramifications.

Qualifications
You qualify at the GS-08 level if you possess one year of specialized experience equivalent to the GS-07 grade level in federal service, performing duties such as:

  • Reviewing and processing difficult accounting transactions;
  • Auditing, reviewing and managing documents and processes related to various programs and services for accuracy;
  • Utilizing multiple databases to ensure transmitted transactions and processes are completed according to policies and procedures; and
  • Examining, analyzing and interpreting accounting data.

National Service Experience (i.e. volunteer experience):
Experience refers to paid and unpaid experience, including work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
