About the role
Duties
At the full performance level the incumbent will serve as a land surveyor in a Bureau of Land Management Office. The land surveyor will perform work which involves measurement of public lands, including establishing, investigating, and reestablishing land and property boundaries, including preparing plats and legal descriptions for plats of land; and work that involves knowledge and application of the principles of land surveying in combination with knowledge of land ownership laws. Duties include planning and conducting surveys and resurveys involving problems of substantial variety and complexity; serving as chief of party on land surveys involving complexities such as changing watercourses or erroneous original meander lines, obliterated or unrecoverable monuments, omitted lands, etc.; controlling one or more survey crews, sometimes in remote locations, with little direct supervision; preparing draft field notes and plats; and developing complete written reports describing unique problems encountered and recommendations for solutions in a format suitable to be included in case files.
Qualifications
Time-in-grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the next lower grade level (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
Basic Educational Requirements - Degree: land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments; - OR - The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors.
Specialized Experience for the GS-09 is described as:
One (1) year of specialized experience equivalent to at least the GS-07 level in land surveyor related work. Independently leads and directs a survey party on a single more complex surveying assignment. Plans, conducts and directs land surveys using a variety of survey equipment including total stations, data collectors, handheld calculators, and GPS receivers. Applies standard survey procedures, guidelines and practices in the field. Completed work is reviewed for technical soundness and conformance to the requirements and objectives of the assignment. Prepares written survey documents, plats and notes; -OR- EDUCATION: 2 years of progressively higher-level graduate education leading to a masters degree or masters or equivalent graduate degree in the land surveying or civil engineering with a surveying option/emphasis; -OR- Combination of Education and Experience: Total qualifying education as described above and experience as listed above are combined together and when combined must total to equal at least 100 percent to qualify. Only graduate level education may be combined with experience.
Specialized Experience for the GS-11 is described as:
One (1) year of specialized experience equivalent to at least the GS-09 level in land surveyor related work. At this level, work assignments require the land surveyor to determine approaches and solutions, using judgment to modify, adapt, and make compromises within standard guidelines; apply standard practices to new situations and relate the work to precedents. Completed work is reviewed for technical soundness and conformance to the requirements and objectives of the assignment. Examples: plan and conduct land surveys, prepare written survey documents or notes, and coordinate with interested parties as a chief of parties or project manager; manage complex and complicated cadastral survey or re-survey projects using a variety of survey equipment including total stations, data collectors, handheld calculators, and GPS receivers; -OR- EDUCATION: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in land surveying or civil engineering with a surveying option/emphasis; -OR- Combination of Education and Experience: Total qualifying education as described above and experience as listed above are combined together and when combined must total to equal at least 100 percent to qualify. Only graduate level education may be combined with experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.
