Laborer WG-3502-03

Duties

Scours lavatories, stools and urinals. Scrubs, strips, waxes, dusts and mops floors.  Vacuums and shampoos carpets, changes building and trail lights, picks up litter, empties waste baskets, recycle bins, trash containers, sweeps and cleans steps, walkways, parking areas and trails. Performs and assists higher graded employees in minor plumbing repairs and minor electrical work.  Performs and assists higher graded employees in maintenance and repairs to items constructed of wood, concrete, metal, timber, stone, and other miscellaneous materials using basic hand and power tools. Loads and unloads fence supplies, heavy boxes, bulky supplies, trash, furniture and construction materials from trucks trailers and vans. Incumbent frequently lifts, carries and moves materials and supplies weighing 50 pounds and sometimes up to 100 pounds with assistance.  Assists higher grade employees replacing elements to buildings, residences, and equipment such as boards, siding, faucets, and mower blades. Perform laborer duties on buildings, structures, grounds, roads and trails while utilizing required personal safety equipment (eye protection, hearing protection, gloves, safety vests, hard hats, etc.).  Selectee may work with higher graded employees on building maintenance and road repair projects when the need arises. Often hand carries fencing tools, materials and supplies into steep, rough, uneven backcountry terrain for long distances to work sites. Constructs, repairs, and replaces boundary fences, digs post holes, rolls wire, pulls weeds, trims shrubs, mows, waters, fertilizes and rakes lawns. Performs start up and preventative maintenance checks on tools and equipment. Duties are sometimes performed while working from ladders or scaffolding. 

Qualifications

All qualifications must be met by the closing date of this announcement Monday, June 05, 2017.  Qualifying experience may be obtained in the private or public sectors.  Additional information on the qualification requirements is outlined in the Office of Personnel Management (OPM) handbook for Trades and Labor Occupations (X118C).

To qualify for this position, you must possess the basic qualifying experience and selective factors as described in the occupational/assessment questionnaire.

Applicants must be physically fit and, as required in Office of Personnel Management Qualifications Handbook X-118C, and must possess the knowledge, skills, and abilities of the elements listed in Section 25 of the Online Occupational Questionnaire to perform the duties of the position at the level for which they are applying.  Qualification requirement emphasis is on the quality of experience, not necessarily the length of time. You must meet the 2 point level on the screen out factor/element and an average of level 2 on all factors/elements listed. Applicant must demonstrate the minimum qualifications and include the designation ability to do the work of a Laborer WG 3502-03 without more than normal supervision.

Screen-out Element for this position is: Ability to do the work of a Laborer without more than normal supervision such as: perform manual labor work which required frequent lifting and moving of objects and materials weighing up to 40 pounds; occasional lifting and moving of objects weighing up to 50 or more pounds; and using a variety of light hand and power and cleaning custodial tools, lawnmowers, snow blowers, and leaf blowers.
