About the role
Duties
The work of this position includes responsibility for analyzing, managing, planning or performing work necessary to administer, plan, design, develop, acquire, document, test, implement, integrate, maintain, or modify network devices for solving problems or accomplishing work processes. Manages the existing NIPRNET and SIPRNET system hardware and software operating in the in the network for the Mid-Atlantic Region Network Enterprise Center (RNEC). Develops and maintains SIPR and NIPR operability, efficiency, and compliance with existing standards. Manages SIPR and NIPR Top Level Architecture Army (TLA) Gateway routers, proxies and firewalls, and Main Communication Nodes (MCN) and Area Distribution Nodes (ADN) layer 3 switches for Mid-Atlantic Region Network Enterprise Center (RNEC). Manages the Network Architecture, Firewalls, network monitoring/management tools (Spectrum, IronView and CiscoWorks) and packet capturing device. Provides full technical and administrative support for Land Mobile Radio (LMR) systems. Formulates policy and ensures existing and future LMR requirements in support of the enterprise. Position provides for a single point of contact for acquisition and life-cycle management of all LMR assets and networks. Serves as Node Site Coordinator for Secret Internet Protocol Network (SIPRNET) and Network Internet Protocol Network (NIPRNET), responsible for coordination with Defense Information Systems Agency (DISA), Department of the Army, Pentagon, and contractor representatives for installation, testing, and 24-hour operation of node circuits homed to US Army Signal Network Enterprise Center – Aberdeen Proving Ground (USASNEC-Aberdeen). Independently develops feasibility studies in order to develop or modify WAN/LAN systems to meet wired/wireless requirements.

Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
Experience required GS-11: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as:
- Assist in configuration of operating systems and network equipment. 2. Propose rules and standards in order to manage system operations. 3. Devise developmental plans to meet cost estimates. 4. Serves as an organization representative in matters regarding network infrastructure. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-09.
Experience required GS-12: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1. Assist in configuration of operating systems and network equipment. 2. Propose rules and standards in order to manage system operations. 3. Devise developmental plans to meet cost estimates. 4. Serves as an organization representative in matters regarding network infrastructure. 5. Advising management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11.
In addition to the specialized experience at the GS-11 level and GS-12 level you must also have the following competencies:

Management may select at either grade level.
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in these following areas:
-Knowledge of IT Networking practices, principles, procedures and concepts
-SKill of LAN/WAN networking systems
-Skill in IT networking configuration management
-Skill in problem solving IT networking issues
-Ability to communicate effectively
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade.

At the GS-11 Grade: you must have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree, or completion of all requirements for an LL.M. At the GS-12 Grade: you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
