About the role
Duties
Advises and supports EPA's senior leaders on international program and policy development related to North America. Develops incisive analyses and innovative policy options concerning ORBA's bilateral and regional programs. Ensures effective communication and integration of work efforts with other entities, including other NPM's and regions, federal agencies, NGO's, foreign governments and development banks. Represents OITA senior management in domestic and international fora, often making presentations on complex or controversial issues. Leads other staff in developing and implementing environmental program assigned countries or regions. Collaborates and coordinates with other Senior advisors to establish and advance OITA's goals and objectives.
Qualifications
You do not need a degree to qualify for this position.
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-15 level, you need to have at least one year of full time experience equivalent to the GS-14 level defined as: 1) experience managing environmental programs and/or projects; 2) experience speaking and writing fluently in both English and Spanish.
Your answers to the on-line assessment will be used to evaluate your competencies in the following areas: knowledge and skill in analyzing international environmental issues and foreign policy developments for their potential impact on EPA's international programs in key country's or regions; ability to develop, implement, and assess cooperative environmental programs with international partners; knowledge of major international environmental issues; ability to communicate orally and in writing; ability to build coalition with internal and external partners; skill in explaining, defending, negotiating and coordinating program policy and activity with stakeholders; skills in leading professional staff; ability to set and communicate work goals clearly and to provide timely feedback to junior staff; ability to coordinate effectively within the organization; and ability to establish well defined program milestones and measure program outputs and outcomes.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
