About the role

Duties

Support OGAP senior staff in the development, implementation, and coordination of multilateral programs that address key environmental and human health concerns in the global community. Serves as a staff-level contact for one or more programs, and works closely with staff from other NPMSs and Regions to coordinate assigned programs/projects. Reviews and analyzes policies, legislations, Executive Orders, technical reports, etc. for their potential effect on EPA's multilateral programs. Recommends program approaches or adjustments based on these reviews. Develops and implements communication strategies on assigned multilateral programs. Drafts reports, white papers, outreach materials, project proposals, technical guidance, memos, and other written materials needed for the assigned programs/projects.

Qualifications

You do not need a degree to qualify for this position.

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-13 level, you need to have at least one year of full time experience equivalent to the GS-12 level defined as: 1) experience developing speeches, talking points, briefing packages, press event materials, agendas, and logistics related to international environmental and policy programs; AND 2) experience in international environmental programs and/or issues.

Your answers to the on-line assessment will be used to evaluate your competencies in the following areas: skill in developing and monitoring major programs related to human health, environment, community development, or public outreach; ability to coordinate program management with internal and external partners; ability to assess potential programmatic impacts of policy, legislation, trade agreements, or scientific studies; ability to analyze existing programs in order to recommend changes that would increase effectiveness, efficiency, or internal controls; skill in researching and compiling data necessary to support major program initiatives; ability to prepare clear, concise written materials, including reports, taking points, and position papers; ability to deliver oral presentations or briefings.
