Instructional Systems Specialist, GS-1750-11

Duties

You will be responsible for the development of curricula within the Cadet Military Training Program at the U.S. Coast Guard Academy.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

• Providing expertise, advice, and recommendations regarding the processes used to design, develop, implement, and evaluate both traditional and innovative learning methods in the training arena to include interactive media and interactive methods in accordance with Coast Guard training standards.
• Planning and conducting evaluations of instructional programs for a specialty area using various methodologies.
• Analyzing course documents, such as lesson plans, curriculum outlines, visual aids, tests and other training devices.
• Coordinating with curriculum designers, course writers, instructors, and subject matter specialists on instructional systems analysis and design, leading to course development.
• Evaluating interactive courseware, ensuring the instructional adequacy of course materials.
• Interpreting instructional policy and Coast Guard training standards. Aid the development of local practices.

Qualifications

Basic Requirements:

Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

IN ADDITION TO THE BASIC EDUCATION REQUIREMENTS FOR GS-11, APPLICANTS MUST ALSO MEET THE FOLLOWING:

One year of specialized experience equivalent to at least the GS-09 level in the federal service is required. Specialized experience includes: Developing, planning, coordinating, reviewing and revising instructional materials in accordance with specific criterion-referenced performance objectives using an Instructional Systems Development (ISD) approach. Developing job aids, criterion-referenced performance tests, practice exercises memory-building exercises, pre-requisite instruction, preview instruction, remedial instruction, student materials, and instructor guides. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

OR Combination of Graduate Education and Professional Experience: Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
