Duties
The individual selected for this position will:
- Determine the overall technical design and structure of Capitol Visitor Center (CVC) internet services. Monitor the internet service functionality, security, and integrity; and troubleshoot and resolve technical problems with the design and delivery of CVC internet services. Provides technical advice and direction to internet content providers and ensures the rigorous application of information security, information assurance policies, principles, and practices in the delivery of internet services in support of CVC main website, and exhibits and educational programs. Creat original content for websites and social media including video, live streams, designs, graphics, and photography.
- Serve as a Contract Officer’s Representative (COR) managing business agreements, performance standards and evaluation of contracts. Serve as expert on Technical Review Panels (TRP) to award contracts that support both the AOC and CVC’s operational needs and missions. Serve as the subject matter expert of assigned contracts to ensure requirements are met. Lead a team of contractors to identify opportunities and vulnerabilities and specify and direct the team on solving and preventing problems in the future. Plan and conduct assessments to identify website and mobile app key performance measurements through analyzing quantitative and qualitative information. Present assessments through reports to Senior CVC Leadership and Congressional Oversight. Manage cross-disciplinary contractor teams including designers and developers to meet organizational needs for web and digital communication channels.
- Responsible for the direction and coordination of very complex, customer-facing hardware, software and services, including website, digital signage, and kiosks. Develops new standards, methods and techniques; evaluates the impact of technological change and/or analyzes and determines solutions to highly-complex technical issues. Design, document, test, and implement custom-built and commercial off-the-shelf (COTS) applications and maintains software systems and the production of statistical reports and summaries. Seeks to achieve user acceptance of new or modified systems. Monitor the performance of these systems, adding enhancements, modifications and additional features as requested. Provide technical leadership on CVC/AOC projects such as initiatives to implement open source software COTS products and components. Evaluates and recommends the adoption of new or enhanced approaches to delivering IT and communication services. Create graphics, animations, and videos for mobile apps, websites, and internal CVC presentations. Research, evaluate, and report on new and emerging developments in the technology and internet services area. Recommend adoption of new technologies that will improve the delivery of internet services. Coordinate and participate in the daily operations/maintenance, planning, design, development, testing, and implementation of organizational websites.
- Work directly with CVC Leadership on planning, budgeting and digital strategies that effect the goals and mission of the Capitol Visitor Center. Develop, evaluate, and prepare communication initiatives that will be delivered on multiple platforms, such as social media, multimedia and print. Responsible for communicating with CVC senior leadership on progress and status of specific mission-critical initiatives. Serve a central point of contact to support new technology related communications initiatives. Assist in Emergency Action Response Planning and post critical public messages to websites and social media in the event of emergencies and or closures at the CVC.

Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level in the Federal service.
Specialized experience for this position includes:
- Using internet design principles and methods at an expert level, for a large organization;
- Managing and developing Drupal and WordPress website(s);
- Planning, organizing and executing project plans, at an expert level.
