Information Technology Specialist (System Analysis)

Duties

• Performs duties involving implementation and administration of databases and database management systems.
• Operates and maintains established systems controlled by the Network Enterprise Center (NEC).
• Conducts computer system analysis, design, and programming; and performs duties relating to the translation of application system requirements into computer programs.
• Designs the physical structure of required databases considering factors such as access methods, frequency of access, storage media, data volatility, and search strategies to be employed.
• Provides consultation and instruction to functional area users on database and file accessing techniques, search strategies, processing and space utilization efficiencies, database security procedures, backup and program recovery techniques, and testing techniques.
• Provides assistance to programmers/analysts in program development, testing, and implementation of new or modified programs.
• Maintains technical proficiency by attending expositions and meetings and through review of current computer literature
• Troubleshoot and/or provide customer support for web site applications.
• Investigate factors such as; amount of storage space consumed, access times frequencies of reads and/or writes.
• Investigate when reports indicate a decline in computer performance.

Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

Specialized experience is defined as; performing system analysis for routine and recurring design and programming of web development assignments, operate and maintain of web database applications, prepares system documentation and assist in the design of the physical structure of required databases. AND I possess experience in Information Technology on each of the following competencies: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality product and a services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sounds judgment to generate and evaluate alternatives, and to make recommendations.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-07.

You will be evaluated on the basis of your level of competency (knowledge, skills, and abilities) in the following areas:

• Knowledge of Systems Analysis and Design Techniques
• Skill in Design, Developing, Managing and Maintaining Web Sites
• Ability to Troubleshoot Networks

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-07 grade (or equivalent).

Note: To Support Time in Grade (TIG) requirement MUST submit a copy of your latest non-award SF-50/NPA that reflects your highest grade held on a permanent basis along with your application/resume package. Failure to do so may affect your rating or consideration for employment.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify.

Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
