Duties
Serves as information technology (IT) project manager for an activity that provides command, control, communications, computer, and information management (C4IM) operations and maintenance support to a combatant command's joint headquarters and its area of responsibility (AOR). Responsible for C4IM project management from cradle to grave. Manages specific projects with responsibility for scope, cost, time, risk management, communications, and quality. Coordinates projects with the stakeholders, ensures strategic objectives, policies, and portfolio plans are met, and complies with applicable regulations and policies. Serve as IT technical advisor responsible for leading, monitoring, controlling, and approving costs, schedules, performance, and risk mitigation strategies through the use of sound project management technologies, work breakdown structure (WBS), resource reporting tools, and other project management tools and processes. Manages, directs, and coordinates complex C4IM projects for the near-, mid-, and long-range periods. These include definition of system requirements, development of milestones, development of prototype efforts, system engineering and integration, and configuration management. Reviews current and forecasted enterprise C4IM systems, networks, circuits, and equipment and develops strategies and/or programs for maintaining operational functionality. Integrates knowledge management (KM) and best business practices into processes to promote the knowledge-based force. Provides management and direction for complicated analyses, staff studies, problem resolution, consultation, and acquisition in support of KM and C4IM systems, services, and equipment. The scope of the work requires specialized knowledge of technically complicated C4IM systems, equipment, services, software, Information Technology Infrastructure Library (ITIL), and Project Management Institute (PMP) processes and a working knowledge of telecommunications networks, systems, services, software, and equipment.

Specialized Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: performing the following IT field duties: experience providing guidance on a wide variety of IT issues and interpret IT policies, standards and guidelines; experience conducting analyses of problems and/or issues affecting the specialty area; experience identifying interrelationships of multiple IT disciplines, and project management methods sufficient to manage projects involved in the development and implementation of workable approaches to IT architecture; and experience with business process reengineering to recommend effective application of information technology to arrive at improved functional processes, and providing related experience that demonstrates (1) Attention to Detail - analyze computer malfunctions to resolve operating issues; (2) Customer Service - provide technical assistance to local functional users to minimize operational disruptions; (3) Oral Communication - provide formal and informal training to ensure users understand the IT systems without undue interruptions; (4) Problem Solving- identify user problems to determine the best possible solution of system processes and procedures.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade (or equivalent).
