Information Technology Specialist (INFOSEC)

Duties

• Provides technical expertise to ensure the confidentiality, integrity and availability of systems, networks and data. • Plans, tests, analyzes, develops, implements, maintains and enhances information systems security programs, policies, procedures and tools. • Provides assistance with the Payment Card Industry annual assessments. • Executes the Information Assurance/Cybersecurity audit program. • Serves as a technical authority on vulnerability assessments and security audits.

Qualifications

In accordance with the Individual Occupational Requirements for Information Technology (IT) Management Series 2210, applicants applying at the GS-12 grade level must possess one year of specialized experience equivalent to at least the GS-11 grade level by the closing date of this announcement. Specialized experience may not be substituted with education at this grade level.

Examples of specialized experience include: Providing technical expertise to ensure the confidentiality, integrity and availability of systems, networks and data. Planning, testing, developing, implementing, maintaining and enhancing IT security programs, policies, procedures and tools. Conducting vulnerability assessments. Preventing and defending against unauthorized access to systems, networks and data. Conducting security audits. Planning and coordinating the development of specifications to meet agency's security requirements. Reviews proposed new systems, networks and software designs for potential security risks. Ensuring appropriate remediation and mitigation is planning and implemented to address findings from risk assessments.

Individual Occupational Requirements (IOR):
To qualify for this position, applicants must also meet one of the following basic requirements:

A. Degree: Undergraduate or graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics or technology management OR degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development of adaptation of applications, systems or networks.

OR

Applicants must possess IT related experience that may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (example, IT Certification) as appropriate. Individuals must possess each of the four competencies listed below in addition to the competencies found in the evaluation portion of this announcement.

Customer Service- Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving- Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to meeting the qualifications outlined above, you must also meet the following requirements:

Time in Grade: Current or previous federal employees must have held a permanent appointment in the competitive or excepted service for a minimum of 52 weeks at the GS-11 (or equivalent) level to be eligible for this position. Education may not be substituted for time in grade.

Time After Competitive Appointment: Candidates applying under merit promotion must have completed three months of civilian service after a competitive appointment by the closing date of this announcement (5 CFR 330.501).
