Qualifications

Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Information Technology competencies in serving as a Contracting Officer Representative (COR), Acquisition Manager, and local Budget/Billing representative for the organization; directly responsible for providing technical information technology assets and service AND (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail when providing contracting support through Information Technology (IT). (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide direction and coordination, resolve their problems, or satisfy their expectations; knows about available Information Technology (IT) products and services; is committed to providing quality products and services. (3) Oral Communication – Communicate strategic plans, to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. (4) Problem Solving - Analyze requirements against existing directives to assess the need of change necessary to comply with requirements. Determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
- Knowledge of Procurement Regulations
- Knowledge of Methods To Evaluate Approaches to Delivering Information Technology Services
- Knowledge of Budget/Billing Techniques
- Skill in Oral Communication
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-11 grade (or equivalent).
Education
Some federal jobs allow you to substitute your education for the required experience in order to meet minimum qualifications. For this job, you may qualify if your education meets the definitions below:
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related.
Education can be substituted in lieu of experience or in combination with experience.
Equivalent combination of education and experience. The total percentage of education and experience must equal at least 100 percent to qualify for the grade level. (To compute the percentage divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education above 1 year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts).
NOTE: If education is being substituted for specialized experience, college transcripts MUST be submitted.
Foreign education must be evaluated for U.S. equivalency in order to be considered for this position. You must include this information with your application package.
