Duties
The selectee will serve as an IT Specialist (APPSW) in the Office of the Chief Information Officer, Information Resources Technology Operations Division. Typical work assignments include:
- Provide advice and assistance on applications design and programming methods to managers, contractors and IT users.
- Evaluate the nature and scope of business processes to be automated, and advises management regarding the organization of work processes and functions into data systems for processing by computers.
- Assist in the responsibility for the development of business cases identifying user requirements, management issues and objectives, alternative solutions, development costs and required computer resources.
- Assist with the development of Statements of Work, preparing procurement requests, and review contract proposals for adequacy in terms of vendor ability to perform desired actions and produce proper results.
- Assist in the responsibility for development of overall programming specifications, milestones for completing phases of the work and coordination controls and responsible for the development and maintenance of application programs to implement IT solutions.
Qualifications
Education: All academic degrees and coursework must be from accredited or pre-accredited institutions.
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
You qualify for the GS-7 level if you are team oriented, capable of learning new technologies rapidly and possess one year of specialized experience at the GS-05 level performing duties such as:
- Assist with gathering requirements from the agency’s end users and defining solutions;
- Assist in the application design and programming methods to managers, contractors and IT users;
- Assist in the application development based on policies and protocols;
- Assist in the deployment and support of mission and enterprise applications.
You qualify for the GS-9 level if you are team oriented, capable of learning new technologies rapidly and possess one year of specialized experience at the GS-07 level performing duties such as:
- Assist in the gathering requirements from the agency’s end users and defining solutions.
- Assist in the writing, reviewing and editing program control documents.
- Assist in the development of Statements of Work, preparing procurement requests, and reviewing contract proposals for adequacy in terms of vendor ability to perform desired actions and produce proper results.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
Education
GS-7: 1 full year of graduate level education or superior academic achievement.
GS-9: Master’s degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master’s degree or equivalent graduate degree.
OR
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
