Duties
- The primary purpose of this position is: To serve as the Personnel Records Tier III program administrator for AF wide records program(s) requiring modification of a wide range of variables. Plans, develops, and establishes program guidance, assessments, requirements, and advisory services for the Air Force-wide program to external and internal customers. Responsible for end to end program oversight across the matrix AFPC organization. Performs reviews, studies, and analysis to evaluate and develop procedures and policies to improve the effectiveness and efficiency of the program(s).
- Program Administrator and Subject Matter Expert Air Force wide Personnel Records program(s).
- Conducts and/or leads studies and/or initiatives to improve program(s) and/or influence policy changes for assigned functional areas that typically involve long-range, highly complex, and often sensitive topics.
- Provides advisory services to managers, supervisors, and employees on Personnel Records Program(s).
- Represents the AF on personnel records information management doctrine and policy matters with OSD, other military services, and DoD components, and civil agencies.
Qualifications
SPECIALIZED EXPERIENCE:
One year of specialized experience which includes knowledge to serve as the Personnel Records Tier III program administrator for AF wide records programs(s) requiring modification of a wide range of variables. Plans, develops, and establishes program guidance, for active duty, Guard, and Reserve military personnel flights, Air Staff, commander's support staff for automated military records management. This definition of specialized experience is typical of work performed at the GS-12 grade/level or equivalent position in the federal service. NOTE: You must submit a copy of official transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing to administer a Personnel Records program.
- Knowledge at an expert level of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how regulatory programs are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of programs and the resolution of problems.
- Knowledge of policies, procedures, methods, and publicity techniques of business operations to develop, revise, and advise on Human Resources programs to meet goals and objectives within available resources.
- Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative policies and procedures to conduct studies, which are frequently ad hoc team efforts, to identify, consider, and recommend options for the resolution of substantive organizational and program issues or complex problems not susceptible to treatment by standard methods.
- Skill in justifying, defending, and recommending decisions on an end to end program within a matrix organization.
- Skill in communicating, both orally and in writing, to provide seasoned consulting to operating managers and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
