Duties
The applicant will serve as a technical expert on selected topics; and serve as the Center Specialist on the full range of staffing, position classification, and related services for a major organizational entity or region.
Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
- Providing technical support to field HR representatives, employees, management officials or the public when needed.
- Providing advice and assistance to customers in the civilian personnel staffing and position classification functions.
- Advising field HR representatives and/or senior management on merit promotion and delegated examining requirements and employment opportunities regarding key or critical positions.
- Serving as an expert on highly technical issues requiring extensive experience or expertise in the fields of staffing and classification.
- Conducting position management, position classification, and related pay administrative matters.
- Performing staffing work to include drafting of Job Opportunity Announcements (JOAs); developing assessment tools; conducting candidate qualification reviews; issuing certificates of eligibles; and coordinating the pre-employment and on-boarding of selected candidates.
- Performing recruitment and staffing procedures using effective time management in alignment with time to hire goals.
- Conducting case file close out audits.
CONDITION OF EMPLOYMENT: Applicants for this position must be able to obtain and maintain Delegated Examining (DEU) certification.
Qualifications
GS-12: To qualify at the GS-12 level, applicants must possess at least one year of specialized experience equivalent to the next lower grade level (GS-11 or equivalent), which is typically in or related to the position to be filled.
Examples of specialized experience include experience interpreting and applying position classification standards to determine the title, grade and occupational series for positions; preparing job analyses; advising on procedural and regulatory requirements governing the staffing process; providing human resources advisory services regarding staffing & recruitment, classification and position management; preparing internal and external vacancy announcements; utilizing position management principles.
GS-13: To qualify at the GS-13 level applicants must possess at least one year of specialized experience equivalent to the next lower grade level (GS-12 or equivalent), which is typically in or related to the position to be filled.
Examples of specialized experience include experience interpreting and applying position classification standards to determine the title, grade and occupational series for positions; preparing job analyses; advising on procedural and regulatory requirements governing the staffing process; providing human resources advisory services regarding staffing & recruitment, classification and position management; preparing internal and external vacancy announcements; utilizing position management principles; reviewing new or revised policy to determine impact; participation on project work groups; preparing local guidance pertaining to personnel matters; performing studies on complex topics that cross functional lines; and, participation on audit teams/evaluation.
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
