About the role

Duties

If selected for this position, you serve as a Human Resources (HR) Specialist specializing in Employee Relations (ER) for the Office of Security Operations (OSO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). You will be responsible for administering and overseeing the airport ER program and daily activities within the airport. You will provide the Federal Security Director (FSD), Administrative Officer and other personnel with operational support and management advisory services primarily in ER.
Employee Relations duties include:

  • Serving as the FSD's resident ER consultant and providing technical interpretations and guidance on ER matters based on policy directives issued by Headquarters' Office of Human Capital.
  • Providing management advisory services to the FSD's staff as appropriate and providing first line response to airport employee inquiries.
  • Serving as an advisor to managers on grievance, performance, and conduct issues requiring informal counseling or formal action.
  • Assisting managers in the development of performance standards affecting strategic objectives when the standards are unprecedented or require precise wording to ensure proper evaluation at the end of the rating cycle.

In addition, as a HR Specialist, you may support a variety of other HR disciplines such as employee benefits, employee relations, time and attendance, staffing and recruitment, leave administration and other HR related programs.
These duties include:

  • Providing advice on basic pay, premium pay and leave administration laws, and regulations.
  • Interpreting and applying the laws and regulations related to employment, and advising managers on staffing and placement issues, requirements, and procedures.
  • Reviewing job announcements and requirements, reviewing Certificates and assisting selecting officials using an automated staffing system, assisting in the job offer process, assisting in complex pay determinations and administering new employee orientation.
  • Reviewing the classification of positions in accordance with classification standards and organizational guidelines.
  • Planning, developing, and administering Human Resource Development programs to train and develop non-technical employees.

Qualifications

To qualify for the SV-I Pay Band (equivalent to GS-13) you must have one year of specialized experience equivalent to the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes applying Federal Employee Relations laws, regulations, and polices sufficient to successfully provide operations guidance and support on employee relations issues and processes.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
