About the role

Duties
The selectee will serve as a Human Resources Specialist (HRD) in the Office of Human Resources, HR Research and Assessment Division. Typical work assignments include:

  • Assisting with determining the methods and practices for implementing and managing the administration of current and future HR assessment; and identifying improvements and enhancements in the operational procedures for administering assessments.
  • Assisting senior HR Specialist with designing and revising HR organizational processes, workflow, and structure; and managing special projects and conducting research studies.
  • Compiling work reports, data entry, preparation of training and workshop materials and other administrative duties.

Qualifications
GS-11: You qualify for the GS-11 level if you possess one year of specialized experience equivalent to the GS-09 level performing duties such as: coordinating test administration programs, managing automated assessment procedures; designing test administration protocol and authoring test administration policies, performing data entry and analysis using an applicable computer software program (e.g. Excel, Access, or SPSS); writing reports or other technical documents of moderate scope and complexity; conducting HR related research or job analyses; maintaining internal and external databases; providing guidance to executive-level management on the proper use of promotional selection criteria; enforcing test security procedures, and training employees on the use of various HR assessment tools; OR
Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related; OR
A combination of graduate level education and experience. This will be calculated using your résumé and unofficial transcripts or a list of courses/course hours submitted with your application.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
