About the role

Duties

The duties and responsibilities of this position require that the incumbent be trained to work in all areas of Human Resources. The training encompasses the entire spectrum of Human Resources Management functions to include classification, pay, staffing, benefits, employee development, performance management, employee relations and labor relations. The incumbent provides services for a variety of employee categories that involve different systems with different statutory and regulatory authorities. Examples of employee categories include General Schedule, Federal Wage System, Title 38 and Hybrid Title 38. Work is accomplished under the guidance of a senior HR Specialist and the preceptor in analyzing, laws, regulations, policies, and/or guidance in the various functional areas of Human Resources.

Work Schedule: 8:00 am to 4:30 pm

Relocation Expenses: Relocation expenses are NOT authorized for this position.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

General Experience GS-5: If you are qualifying based on experience, you must have three years of general experience, one of which was equivalent to GS-4. Examples include work that demonstrates the ability to:

  • Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
  • Plan and organize work;
  • Communicate effectively orally and in writing.

Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. (This experience must be well documented in your resume or application package.)

OR

Education GS-5: If you are qualifying based on education, you must have successfully completed a 4-year course of study in any field leading to a bachelor's degree. One year of full-time undergraduate study is defined as 30 semester hours or 45 quarter hours. (You must submit copies of your official transcripts for your education to be considered.)

Combination of Experience and Education: To combine education and experience, first determine how much of the qualifying experience and education you have, as a percentage of what is required for each. Add the percentages together, and if the total is 100% or more, then the combined education and experience is qualifying for the position. EXAMPLE: 6 months of specialized experience and 6 semester hours of college (in indirectly related courses) means the applicant has 50% of the required one year of experience and 67% of the education required to substitute for education. The total qualifying experience and education add up to 117%. The applicant can combine his or her experience to qualify for the position.

Specialized Experience GS-7: 1 year equivalent to at least GS-5.

Education GS-7: 1 full year of graduate level education or superior academic achievement.
