About the role

Duties

Incumbent serves as the manager of the Human Resources Office at a Bureau of Prisons (BOP) federal correctional institution. The correctional facility may consist of a penitentiary or high security/administrative maximum facility, major medical center, metropolitan correctional or detention center, federal transfer center, or correctional complex with a shared Human Resources Office.

Incumbent is the primary advisor to the Warden in matters relating to the management of the human resources office. Primary responsibilities include local labor management negotiations, disciplinary and grievance procedures, staffing (recruitment, requesting certificates of eligibles, interviewing, and preemployment processing), workforce projections, career counseling, performance evaluation and incentive awards programs, time and attendance, leave administration, compensation, and employee development functions. Specific training functions will include the following responsibilities: local training, tracking mandatory training compliance and evaluations, the mentoring program, and the training needs assessment/annual training plan.

Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

Qualifications

To be considered for the position, you must meet the following qualification requirements:

Education:

GS-12 and GS-13: There is no substitution of education for specialized experience for this position at these levels.

OR

Experience:

GS-12 and GS-13: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are:

GS-12:

  • As a human resource representative, experience working with multiple human resource programs for a large organization with a variety of administrative and professional occupations.
  • Experience providing guidance on multiple human resource programs and issues in a large organization to managers/supervisors.
  • As a human resource representative, experience drafting labor management correspondence such as disciplinary letters and grievance responses, applying organizational policies as it relates to hiring, and implementing professional developmental programs for employees.

GS-13:

  • As a Human Resource Manager, experience directing multiple human resource programs for a large organization with a variety of administrative and professional occupations.
  • As a human resource representative, experience participating in complex labor management relations (e.g., negotiations, interpreting collective bargaining agreements), applying various employment laws in recruiting and hiring, and developing and implementing professional developmental programs for employees.
  • As a Human Resource Manager in a large organization experience providing guidance on multiple human resource programs and issues directly to executive level managers.

Credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.
