About the role

Duties
Serves in a developmental capacity at the GS-5 and GS-6 levels. At the full performance level of GS-7, the incumbent will serve as Human Resources Assistant performing a variety of technical and administrative duties in support of the Human Resources Division.

  • Advises and assists employees regarding employee benefit problems and issues. Researches and explains procedural processes and issues associated with employee benefits, which include health benefits, retirement calculations, life and long-term care insurance, and the Thrift Savings Plan.
  • Processes the full range of typical and HR actions which include details, appointments, conversions, pay adjustments, promotions, name changes, etc. and which also includes responsibility for accuracy and ensuring proper nature of actions, authorities; supporting documentation, and references are included.
  • Initiates and processes pay and payroll related HR actions and researches and resolves related problems and issues.
  • Establishes and tracks tickler files and/or reminders for specific HR actions that have specific deadlines and/or timeframes for effective dates such as WGI's, probationary period, conversion to career tenure, service agreements, etc.
  • Maintains and manages employee's Electronic Official Personnel Folders (eOPF's). Updates, sends, combines, and receives eOPF's and reviews and maintains in accordance with established policies and procedures for the maintenance of eOPF's.
  • Provides administrative support for the Electronic Time and Attendance System (ETAS) and for the administration of timekeeping rules and procedures. Answers questions and troubleshoots ETAS and timekeeping problems. Ensures payroll deadlines are met.
  • Provides new employee orientation.
  • Provides procedural advice regarding OWCP claims, reviews forms, and maintains records.

Qualifications
Applicants must possess 1 year of Specialized Experience equivalent in difficulty and complexity to the next lower level in the Federal Service.

SPECIALIZED EXPERIENCE is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled.

To qualify for the GS-5 level: One year of specialized experience equivalent to at least the GS-4 level -OR- substitution of 4 years above high school -OR- equivalent combinations of successfully completed post-high school education in excess of the first 60 semester hours (i.e., beyond the second year) and experience is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Specialized experience is further defined as experience which required the applicant to perform human resources support or equivalent work such as: applying a standardized body of HR rules, procedures and operations to explain recurring personnel actions or employee benefits; OR reviewing automated pay documents and other information to determine the need for error reconciliation; OR processing personnel, pay and benefit actions using an automated payroll system.

To qualify for the GS-6: One year of specialized experience equivalent to at least the GS-5 level. Specialized experience is further defined as experience processing a variety of personnel actions, researching and correcting errors involving personnel data, and coordinating the resolution with the appropriate party (i.e. payroll, health benefits, providers, OPM or other agencies or the administrative contacts).

To qualify for the GS-07: One year of specialized experience equivalent to at least the GS-6 level. Specialized experience is further defined as experience processing a variety of personnel actions which include identifying appropriate regulatory codes and nature of action; researching and correcting errors involving personnel data, and coordinating the resolution with the appropriate party (i.e. payroll, health benefits providers, OPM, or other agencies or the administrative contacts); and experience performing human resources support functions such as providing information regarding benefits programs and personnel rules, regulations and policies, ensuring accurate information is received and coded into automated HR data system.

Education
As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position. If this applies, you must submit a copy of your college transcript (unofficial copy is acceptable) to support your education if you are substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred.

Foreign Education: To receive credit for education completed outside the United States, applicants must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
