About the role

Duties

As an Human Resource Development Specialist (E-Learning Specialist) you will:

  • Provide advisory services to CI's top level management related to employee training, education and development matters within CI for a broad spectrum of training needed by law enforcement officers and their support personnel.
  • Provide comments and guidance on major proposed legislation, policies, and directives affecting CI's employee development programs.
  • Provide expert advice and consultation services to all managers and employees in CI.
  • Formulate and evaluate major facet(s) of CI's training programs involving major departures from precedents and established procedures.
  • Develop guidelines, instructional methods, course materials, training aids, and new or improved applications of educational technology for use in CI's employee development programs.
  • Conduct training needs assessments, performance analysis and skills assessments for technical, professional, managerial and administrative functions.
  • Develop criteria, standards, and guidelines for evaluating training programs and instructors.
  • As appropriate, instruct employees at the NCITA in specific tasks and job techniques and make available written instructions and reference materials based on the latest developments and applications in the field of employee development and training, and provides on-the-job training to new employees.

Qualifications

You must meet the following requirements by the closing date of this announcement.

GS-13 LEVEL:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes a wide range of human resources development (HRD) concepts, practices, laws, regulations, policies, and precedents to provide comprehensive HRD management advisory and technical services on substantive organizational functions and work practices relating to learning and employee development; Extensive knowledge of and skill in applying practices and techniques of education, adult learning theory, performance consulting, change management, and employee development to assess, define, and meet organizational learning needs. Your experience must also demonstrate comprehensive knowledge of instructional design principles and the processes used in designing and delivering learning products to improve employee performance, increase employee satisfaction, and facilitate management involvement in employee development; Knowledge of and skill in analytical methods and diagnostic techniques to identify, evaluate, and recommend HRD and non-HRD interventions to resolve complex interrelated HR problems and issues. In addition, your experience must demonstrate knowledge of negotiation methods and conflict resolution techniques to collaborate in a team environment, negotiate agreements, and resolve conflicts; Oral communication techniques to deliver briefings and help others to understand and accept findings and recommendations and negotiate solutions and written communication techniques to prepare project papers, briefings, reports, and training material. At this level, your experience must be sufficient to provide HRD management advisory services on significant issues such as establishing criteria, formulating projects, assessing program effectiveness, or researching or analyzing a variety of unusual conditions, problems or questions as well as designing, developing, implementing and evaluating major portions of the organization's HRD program.
